Disabling Configsafe - for anyone else who might run into this problem. The configsafe ini file has a line which determines whether it's enabled or disabled. So, I created a batch file that will copy a new ini file from the file server to the harddrive. This batch file will be run via an execute command before the install begins. Configsafe is disabled and doesn't cause the installation to fail.
